Fidele AZARUGARURA
Chairman & Legal Representative
Fidele AZARUGARURA is an experienced Programme advisor, programme manager, Programme Officer with a demonstrated history of work in non-profit organizations management and Government services. He is skilled in Non-profit Organizations, Program Evaluation, Staff management, Volunteerism Management, Fundraising, Program Development, community and social services. Most recently, Fidele AZARUGARURA was a District Advisor at Chemonics International overseeing the USAID Soma Umenye project activities in one of the 30 districts of Rwanda. Before joining Chemonics International, he worked in VSO (Voluntary Service Overseas) where he assumed various position like: Education Programme Officer and Resource Center Manager. He worked in government and public services for over 10 years as a teacher and school Headteacher and Discipline Master, School-Based Mentor facilitating the mentorship programme implementation by the Rwanda Basic Education Board. Thus, he has a strong understanding of the context of Education in Rwanda as well as education community throughout Rwanda.

Fortunee UWIZEYIMANA
Vice Chaiman & Legal Representative
Fortunée UWIZEYIMANA holds a Master’s Degree in Human Resource Management, a Master’s Degree in Project Management, a Bachelor’s degree in Arts (English) and a Postgraduate Diploma in Education. She has a working experience with national and international organizations. She currently works with Embrace Rwanda (International NGO) as a Monitoring and Evaluation Officer. She also worked with the Anglican Church of Rwanda as Healthy Mums Program Manager and Kigeme TVET Secondary School Manager. She also has experience in the education sector as a teacher. Her skills include leadership and development, women’s empowerment to address family disputes, and child protection & land issues.

Viateur BAMPORINEZA
Secretary Accountant
BAMPORINEZA Viateur holds a Bachelor of Veterinary Medicine. He held different positions in Kigeme Diocese namely Field officer in Food Security Programme, Project manager in Food Security Programme, and Milk collection center (MCC) manager. He also served as a teacher and he currently works as a Private Veterinarian in Nyamagabe District.

Dr. Benjamin BIZIMANA
Head of Programmes
Dr Benjamin BIZIMANA is a holder of a Doctorate Degree in Educational Planning. He currently serves as a Lecturer and the Director of Quality Assurance at Institut d‘ Enseignement Supérieur de Ruhengeri (Ruhengeri Institute of Higher Learning) in Rwanda where he also served as the Director of Academic Registrations. His research orientation is on the quality of education, internal and external efficiency, in education, education spillovers, ICT in education, education and women empowermemnt and economics of education. He is involved in teaching, research, and consultancy activities with Non-Governmental Oganizations such as UNICEF and ActionAid Rwanda and with public institutions such as Rwanda Basic Education Board and the Higher Education Council. He participated in different professional academic and research capacity development programmes at both national and international levels. He serves as an external examiner at Higher Education Institutions in Rwanda and Tanzania. He is a peer reviewer in the Journal of Education and Development, Tuning Journal of Higher Education, and the Rwanda Journal of Education. He has practical knowledge and experience in advisory role, audit and assistance to the academic community on institution’s infrastructure and expectations of quality assurance agency, matters pertaining to programme development, validation, review and re-approval, advice and assistance to relevant officers at the faculty levels on their responsibilities and standards acceptable, policy and academic tools development, leadership in programme development, review and reapproval, data collection, analysis, self-assessment and reporting on academic management information;and institutional self-assessment.

Seraphine MUKAMUGENGA
President of Supervisory Committee
Seraphine MUKAMUGENGA is a holder of Master of Science in Finance. She is a Certified Public Accountant and a member of the Institute of Certified Public Accountants of Rwanda (ICPAR) with over than 10 years of experience in financial management. Her expertise ranges from but not limited to establishment of annual financial statement analysis and reports, budget preparation and review, performing payments, bank reconciliations review, establishment of sound and effective internal control system, providing advice in financial decisions, credit and financial risk analysis, cross selling bank products, staff performance evaluation and training, multi-granted fund portfolio management and reporting to stakeholders (World Bank, World food program, GIZ, USAID, UNICEF), monitoring and evaluation of cash flows, establishment of annual audit plan, Payroll preparation and review, business proposal and customer service delivery in public organization, leading financial institutions and non-government organization. Seraphine is currently a Finance Manager at Real Time Business Consultant (RTBC) where she is predominantly producing financial reports and information, providing sound advice in financial decisions and cash flow projections. Her experience in financial management cuts across all sectors. Prior to her current position, she worked as the Director of Finance in the Ministry of Education in Rwanda with attainment of unqualified opinion for 2020 and 2021, successful of multi-granted fund project. She also worked as Operations Manager at Bank of Kigali (BK) where, with team, she achieved branch key performance indicators, reducing nonperforming loan to 5%, growth and development of 7 Staff that was moved to the next level from 2013 to 2019. She also served as internal Auditor at Keep Care Rwanda and Accountant at SONARWA life Insurance.

Bibiane MUKANKUSI

Bibiane MUKANKUSI holds a Bachelor degree in Business Administration (Finance) where she studied Organization Strategy and Development, Business taxation, Finance, Industrial Attachment, Logistics and Supply Chain Management, Entrepreneurship, Business Law and Partnership, Sectorial Management, Cost and Management Accounting, Business Computing Management Science, Practice in Management, Business Environment, Economics for Managers, Management Function and ,…She has successfully completed the trainings such as Communications and Social Media Policy, anti -money laundering, Ethics Compliance and Awareness, Performance Management, Training on Effective Management Skills Workshop; training in Competitive Selling, Negotiation and Presentation Skills Workshop: Selling skills Negotiations skills and Presentation skills ; Training on Sector Documents Agri Value Chain Structures, Products, Monitoring and Processes; Training on Managers’ Appreciation Course: -People management skills; Training on Advanced BPR bank Plc credit course : - Credit analysis skills, - Ability to plan and deliver on time; and she is an experienced Branch Manager in a one of commercial Bank in Rwanda.

Me Innocent HARERIMANA
President Resolution Committee
Me Innocent HARERIMANA is a Holder of Bachelor’s Degree in Law awarded by National University of Rwanda and a Diploma in Legal Practice awarded by the Institute of Legal Practice and Development. He is certified in Mediation Skills Course from EDWARDS MEDIATION ACADEMY and he is a mediator recognized by the Supreme Court of Rwanda.
Innocent HARERIMANA has worked as a Professional Court Bailiff in the execution of Judgment and other enforceable titles for seven years. He also has a 4-year working experience as receiver of collaterals in the office of the Registrar General in Rwanda Development Board (RDB).

Arch. MASHYAKA Anastase
Vice President Resolution Committee
Anastase Mashyaka holds a Master’s Degree in Divinity and a Bachelor Degree in Divinity. He is currently The Leader of Kigeme archdeaconry, Uwinkomo District and Uwinkomo Parish in Kigeme Diocese. Mashyaka assumed different leadership position in EAR including but not limited, Mission Evangelism and Reconciliation Coordinator, Parish Leader in various places of Rwanda, Acting provincial Secretary of the province of Anglican Church of Rwanda, PEAR Mission and Evangelism Coordinator, Director of Kigeme Bible School for the Catechists, Coordinator of Food Security Program in Nyamagabe, The Leader of St Emmanuel Cathederal of Kigeme Diocese, Evangelism Coordinator in Kigeme Diocese office, The Administrator and Manager of Kigeme Hospital etc… He has a strong understanding of of social behavior change and emotional behavior change and its contribution in the human development.

Emmanuel MUHAWENIMANA
Education Advisor
Emmanuel MUHAWENIMANA holds Bachelor’s Degree in Education (Arts). He is the WBF Project Coordinator of ECBL/Tengamara Rwanda and its specialist in Education Division. He is devoted to transforming the family node of Education through parental/community engagement initiatives and empowerment. His twenty years of experience in Rwandan education system sharpened his skills and expertise which proficiently contributed to his educational duties performances in institutions and organizations he works for. After ten years of teaching in secondary schools he started the path of supporting other teachers in their career. He joined Rwanda Education Board (REB) as a School-Based Mentor to support teachers to strengthen their English skills and promote learner-centred methodology. He volunteered in VSO, an international organization, in its Strengthening School Readiness in Rwanda (SSRR) project to enhance his skills on Early Childhood Development. Working hand-in-hand with international volunteers and experts, he became a fond of a learning through play methodology. He is an expert in developing learning materials for home and school. He led the parental engagement department in the SSRR project and achieved tremendous change in the Nyamasheke community on ECE and advocacy for children with disabilities. He received different awards of best performance from the organizations. He is certified in data collection and entry using electronic tools and holds a certificate in SPSS for Statistical data analysis from ERP Statistical Lab. He attended Kigali Film Making & TV School in Photography and Graphic Design department that he got a certificate and skills he uses while developing print materials and un-print playing materials. He developed a village garden in which he grew up different fruit trees to appeal parents/ community in its vicinity and inspire them to do so in their home garden and feed their children fruits which are rarely and costly found. He strives for positive changes and dedicated to the family promotion initiatives.
